Suzuki samurai (throttle,revs etc)?

i have a91 samurai.....why do the revs go from 1000(normal) up to 2000 and stay set at that when i turn on dippedheadlights (only while stationary)Suzuki samurai (throttle,revs etc)?
low battery; is alternator trying to compensate for load?
